How can we intervene earlier and stabilise the bridge to adulthood to cut crime and reduce demand on police, courts, probation, prisons and other local services? This report describes how young adults entering the criminal justice system can be characterised by repeated low-level, non-violent offences, driven by multiple needs, linked to trauma and persistent poverty.
