How can an all-Wales offender management strategy support young adults in the criminal justice system? This analysis of the responses of practitioners and stakeholders, demonstrates wide support for an approach to recognise that young adults are a distinct group, plus the need for improved inter-agency cooperation, service design and understanding on how to support clients transitioning from youth to adult services.
