A poor transition between youth and adult services at 18 can increase offending behaviour. Many young adults have alcohol, drug and mental health problems but do not meet the thresholds for support from mainstream services. Diversion into relevant support services should be available throughout the criminal justice process.

T2A recommends that diversion services are commissioned by Police and Crime Commissioners, and for young adults to be given the opportunity to take up the  chance because of their level of maturity.
